The MA-programme in European Studies is an advanced, full-time one-year study programme. As it is primarily oriented towards an international audience of students, the complete programme is taught in English. Among other advanced study programmes on European affairs, the Leuven programme stands out by its interdisciplinary approach. The European Academy of Bolzano invites civil servants, journalists, teachers, graduate students and lawyers to apply for a course "Minorities and Diversity" which serves as well as the fifth module of the Master Programme in European Integration and Regionalism, to be held 14.06-25.06.2004 in Bozen/Bolzano, Italy.
In the first phase leading experts will present international and interregional systems of the United Nations, the OSCE and the Council of Europe, examining not only the several legal sources but also the specific monitoring and adjudication mechanisms. Consequentially, there will be a strong emphasis upon case law and practice through case studies, moot trials and role-plays.
In the second part, the programme will concentrate on the linguistic, educational and political rights of the minorities as found in different national constitutional systems. The autonomy statute for South Tyrol will also be presented as a "success story" of conflict settlement and model of minority protection.
Issues of globalisation and European integration will also be examined in a specific context of minority protection. A further special emphasis will explore legal issues of cultural diversity and preservation of identity as an increasingly significant concept.
Finally, it will be discussed what is it that forms the core of European "identity" and can this identity overcome the ethno-national legacy of the past? Can European integration finally overcome those so-called realist options which uphold a system of ethno-national and regional divide, particularly in relation to conflict areas such as Kosovo or Northern Ireland?
The programme will start 14 June 2004.

The programme is offered by the University of Graz (www.kfunigraz.ac.at) and implemented in cooperation with the European Academy of Bolzano (www.eurac.edu/org/Minorities/index.htm) and the European Institute of Public Administration, Antenna Luxembourg (www.eipa.nl).
The CORE TOPICS are:
- Module I: European Integration (2 residential weeks in August/September 2004)
- Module II: EU Law (2 residential weeks in November 2004)
- Module III: Federalism and Regionalism (2 residential weeks in January 2005)
- Module IV: Regional and Social Cohesion (2 residential weeks in March 2005)
- Module V: Minority Protection and Cultural Diversity (2 residential weeks in June 2005)
Three of the five modules will take place in Bolzano/Italy, two in Luxemburg.
A limited number of scholarships are available.
Applications can be made either to the full programme or to single modules. In the latter case, attendance of a module will lead to the award of a certificate.
DEGREE
Successful participants of the Masters programme will be awarded by the University of Graz, the academic degree of a "Master of European Studies" (M.E.S.)

For the academic year 2004/05: 31 May 2004.
START OF THE PROGRAMME
The first module of the academic year 2004/05 will start on 30 August 2004.
